Procurement Decisions and Technology Assessment Criteria across Regional Hospital Boards

This study investigates the empirical alignment between health technology assessment criteria and actual medical equipment procurement decisions across regional hospital boards. Utilizing a multi-year cohort design tracking procurement packages across twelve regional boards, we evaluate how clinical efficacy, cost-effectiveness, technical compatibility, and strategic supplier factors influence acquisition outcomes. Analysis of the cohort data reveals significant disparities between formal assessment frameworks and final purchasing decisions, with budget constraints and local supplier relationships frequently overriding clinical and economic evidence. By modeling the transition from assessment to procurement, we identify key systemic bottlenecks in the technology adoption lifecycle. The findings offer critical insights for policymakers and healthcare administrators seeking to optimize capital allocation, enhance procurement transparency, and ensure that high-value healthcare technologies are systematically prioritized. This research underscores the need for integrated governance frameworks that bridge the gap between clinical evaluation and financial execution within public health systems.References
